[sas-users] County FIPS codes

This is no function.  County codes are not unique by 3-digit.   County 
codes are unique by 5-digit state and county.

County codes are not terrible stable over time (years).  The Economic Area 
deals with this problem by fixing the state and counties tabulated over a 
5-year period based on the Economic Census.  The Econ Census creates a 
GARF file (It is available or I can send you a copy) (GARF stands for 
Geographic Area Reference File).  The file contains the names of states, 
counties, places (I think?)and the different type of metropolitan 
statistical areas.  It also gives the relationship be counties and state, 
and different metropolitan statistical areas. 

You can build a user defined format for county names based on the 5-digit 
fips.   It is straight forward.   The format can be updated directly from 
the GARF.  You can use the same GARF file to build a user defined format 
for county and MSA.

There is at least on NESUG paper that deals with this.

Does anyone know if there is a FIPS function in SAS to use with the 
3-digit
county codes?  I thought there was but cannot find it in the 
documentation,
